Užupis is a neighborhood in Vilnius's Old Town that declared itself an independent republic on April 1, 1997. What began as an artistic prank has become one of Vilnius's most beloved cultural landmarks. The neighborhood — once run-down and somewhat dangerous — has transformed into a vibrant bohemian quarter of galleries, workshops, cafés, and street art.
The Užupis Constitution, mounted on a mirror-plated wall in the heart of the quarter, has been translated into over 50 languages. Its articles include 'Everyone has the right to be happy,' 'A cat is not obliged to love its owner, but must help in times of need,' and 'Everyone has the right to die, but this is not an obligation.' The Angel of Užupis statue in the main square symbolizes the artistic freedom the quarter celebrates.
